The scene is vague, but might be a beach. There's this guy who is being a bully. Another guy gets him to stop by saying something to him privately. It happens twice and I wonder what is going on. Somebody explains to me that the second guy is a DEA agent, so he could arrest him. So, I wonder why he doesn't just arrest him already? Well he doesn't have the power, probably not even the physical strength to overcome the guy, so the threat is stronger.
